Our Story
Hi! My name is Inna Pecar, and I am originally from Ukraine. When my parents needed in-language care for my father’s dementia, we stepped in. My husband Steve and I started Advocates Home Health Care to help meet their unique needs — and to make sure other Indiana families never had to feel as lost as we did.
Today, more than 47 years later, that same family-first mission still drives every visit we make. We’ve grown to serve over 20,000 families across Indiana and New York, but we still treat every client like one of our own.

Our Leadership & Care Team
Advocates is led by Inna and Steve Pecar, supported by an RN Director of Clinical Services and a team of nurses, therapists, and trained caregivers. Every clinical and caregiving team member is background-checked, drug-screened, and skills-assessed before joining us — and supported with ongoing training as part of our team.

Which Indiana counties do you serve?
We currently serve 16 counties in northeast Indiana: Adams, Allen, Blackford, DeKalb, Elkhart, Grant, Howard, Huntington, Jay, Kosciusko, LaGrange, Noble, Steuben, Wabash, Wells, and Whitley. Not in one of these counties yet? Give us a call — we can often point you to a trusted partner.
Are you Medicare-certified?
Yes, for our skilled home health services. We also work with Indiana Medicaid waiver programs, VA Aid & Attendance, long-term care insurance, and private pay.
Can a family member be paid as the caregiver?
Often, yes — through Indiana’s Paid Family Caregiver Program. If you’re already caring for a loved one full-time, you may be eligible for a tax-free daily stipend.
How are your caregivers screened?
Every caregiver passes a comprehensive background check, drug screening, and skills assessment. Ongoing training keeps the team current on best practices.
